DAYTON — The Dayton City Commission approved zoning changes and planned development Wednesday for the former county fairgrounds.

The project is led by onMain Inc., a development organization formed by Premier Health and the University of Dayton, which jointly own the 38-acre site between Stewart, South Main and Apple streets across from Miami Valley Hospital.
