Last week, animal control contacted the property owner, Evan Brumbaugh, after his renters surrendered two dogs, which they claimed were strays. However, animal control believed otherwise.

After conducting an investigation and talking with neighbors, animal control believed several dogs lived in the home; however, the renters would not allow officials into the house, Brumbaugh shared with News Center 7.

The health department inspected the home and found it deplorable Monday after a formal complaint was filed with the Miami County Health Department in March over its condition.

“Unfortunately, dogs weren’t there [yesterday], so the dog warden couldn’t do anything, but the dog warden was able to confirm their living conditions inside. Based on that, the dog warden then came back again today was able to hear the dogs inside. As I understand it, that gave her probable cause to get a warrant and enter the property and rescue the dogs,” Brumbaugh said.

On Tuesday, the health department placed condemned signs on the home’s front and side doors. The signs will remain there until the home has been cleaned and reinspected.

Brumbaugh shared a letter and pictures with News Center 7 the health department sent him over the home conditions.

“Upon inspection on April 3, 2023, it was found that excess filth and animal feces was found throughout the house, pictures were taken by Health Department, and it was determined that the home was in such a condition as to render it unfit for human habitation,” the letter read.

The renters have been renting the property since 2021. Brumbaugh took ownership of the property after buying the home from his late father’s trust in January.

Brumbaugh has been in the process of evicting the owners for various reasons that were not disclosed.

“The property has been condemned, which, as I understand it, they’re allowed to be there during the day to remove their items, but they’re not allowed to be there at night. That coupled with the fact that we have an eviction hearing tomorrow,” Brumbaugh said.

Brumbaugh hopes the animal shelter can find all the dogs good homes and place them in proper living conditions.

“There’s a whole bunch of wonderful dogs that need new homes, when the animal shelter gets done, cleaning them up, giving them the health care that they need,” Brumbaugh said.
