The crash happened in the southbound lanes of I-75 near the Benchwood Road exit around noon.
Frankenberg rear-ended a vehicle which then caused a chain-reaction crash involving a total of four vehicles, according to a crash report.
Sarenthia Traylor, 53, and Cesere Traylor, 28, both of Hamilton, died in the crash and were in the initial vehicle troopers said Frankenberg hit.
The crash report showed Frankenberg made in an improper lane change prior to the crash happening.
A blood test given to Frankenberg showed he had opiates/opioids in his system at the time of the crash, the report showed.
Frankenberg is scheduled to be arraigned on the new charges on Friday in Vandalia Municipal Court.
