New state law requires licenses for scooters

A new law in Indiana affects people zipping around town on two wheels.

This new ordinance signed by Gov. Mike Pence isn't set to kick in until January. But it will affect plenty of people in Richmond, where one scooter store owner estimates about a quarter of people in town own and use a scooter.

"I sell around 200 of them a year," said Curt Webb, owner of Sell Block Motors.

Webb said he isn't opposed to the new law, which will require scooters to be registered with the state's Bureau of Motor Vehicles.

Scooters also will need license plates, and riders will have to pass a road sign test before their scooter can be licensed.

The Richmond Police Department as of Wednesday has 438 registered scooters. However, it won't be registering any more scooters because the state law will trump its local ordinance, city officials say.
