Sidney man pleads guilty to paying impoverished Filipino mothers for child porn

DAYTON — A Sidney man who was accused of sending money to mothers living in the Philippines in exchange for pornographic images of children pleaded guilty to federal charges Wednesday, according to the Department of Justice.

Charles L. Frazier, 41, pleaded guilty in U.S. District Court in Dayton to charges of attempting to produce child pornography, a DOJ spokesperson said in a media release. He faces a minimum of 25 years in prison with a maximum of 50 years.

Court documents allege Frazier used Filipino dating sites to connect with women in poverty. During Skype conversations, Frazier would ask the mothers to send sexually explicit pictures of their children in exchange for money, the spokesperson said.

From April 2019 through July 2019 Frazier sent money by MoneyGram from a Sidney store to the women in the Philippines in exchange for the images.

Frazier was already a registered sex offender and served a prison sentence stemming from a 2011 federal case. He was sentenced to 7 years in federal prison after being convicted of receiving child pornography, the DOJ spokesperson said.

Frazier’s sentencing will be harsher this time due to the previous conviction, the spokesperson said.
