RICHMOND — A man and woman were arrested after their 1-year-old daughter was found crawling in the street, according to police.
Jacob York and Codie Boomershine were both booked into the Wayne County Jail on suspicion of neglect of a dependent after officers responded to the 1500 block of South 6th Street in Richmond, officers said.
The incident was reported around 11:45 a.m. on Wednesday.
