Huber Heights police Sgt. Charles Taylor said an incident report was first filed in April 2012 accusing Franz of the sex crimes, but there was not enough evidence to move the case forward.

Police then opened a second case involving Franz in October 2017 that involved multiple alleged victims after one of the five females said to have been one of his victims came forward and disclosed to them the names of several other possible victims.

The alleged offenses were said to have happened at Franz’s home over the last 15 years and involved girls aged from pre-teen to about 15, prosecutors said.

The five female victims in the cases were not related to Franz.

The plea, which has an agreed sentence of eight to 15 years, was reached ahead of his trial that was to begin earlier this month, according to officials.
