Police were called at 2:20 a.m. Wednesday to the center at 15 St. Clair St.

A front desk security guard said Lowe appeared to be intoxicated so she asked him to complete a breathalyzer test, which he refused. She said he called her names, left and then came back downstairs and threw a sex toy at her, which struck her arm, according to a Dayton police report.

While officers were speaking with the guard, residents on the third floor complained that Lowe chased another resident with a weapon.

That man said he tried to calm down Lowe who was upset with the security guard and told him to go to his room.

Lowe then became upset at him and retrieved two butcher knives from his unit and chased him down the hall. The man said he ran into a neighbor’s unit and locked the door.

Lowe went to his apartment and refused to come out for police, but he taunted officers: “I dare you to come in here,” and “see what happens if you bust down my door!” the report stated.
