Deputy Jared Zwilling said that he was closer than he thought when the truck hit his cruiser on March 27.
He said that his mother asked him to confirm 10 times that he was not in the vehicle.
Deputies claim that Randall Baker, 41, was driving the truck.
They say he refused to exit the cab, and deputies used pepper ball guns to get him out.
Baker has been booked on several felonies, including attempted murder, resisting law enforcement, and reckless operation of a tractor-trailer.
His first court appearance is scheduled for Thursday.
