Man who prompted Tipp City schools to take precautions Tuesday arrested

TIPP CITY — A 21-year-old man is in the Miami County Jail on multiple charges after school officials reported him acting suspiciously at Tipp City’s Broadway Elementary School.

Noah Whitt is charged with disorderly conduct, inducing panic and possession of drug paraphernalia, records show.

“There’s a young man down the street. He actually has no shirt on, carrying a backpack, swatting at stuff, staggering,” a woman told dispatchers in a 9-1-1 call obtained by this newsroom. “I’m not sure what he’s doing.”

He was scheduled to appear for his arraignment Wednesday, however refused to appear in the courtroom.

Police were called to Broadway Elementary School late Tuesday morning after a staff member observed a suspicious person with erratic behavior outside of the school.

Another 9-1-1 call stated, “he was taking his shoes and socks off.”

Due to the situation, a hold-in-place with students and staff was taken as a precautionary measure.
