Illegal dumping found on city-owned land

An investigation involving state and local health officials has found illegal dumping on city of West Carrollton land near the Great Miami River.

Materials prohibited by state solid waste guidelines have been found on the Hydraulic Road land the city uses as a dump site, a West Carrollton official said Wednesday.

Carpet and wooden building materials were discovered last month during an Ohio Environmental Protection Agency inspection, said Carl Enterman, code enforcement officer. Only items such as concrete blocks, bricks and stone - labeled as “clean hard fill” - are permitted at such sites, OEPA and health officials said.

The site is on Appvion Inc.’s former wastewater treatment facility, land donated to the city a few years ago.

Health officials plan to meet with West Carrollton officials today regarding materials being dumped at city owned property near the Great Miami River.

Photos of the Hydraulic Road property indicate the dumping of materials not permitted under solid waste guidelines, said Tom Hut of Public Health Dayton & Montgomery County.

The photos were supplied Tuesday by the Ohio Environmental Protection Agency’s Southwest District Office, Hut said.
