Couple found passed out in van as toddler wandered naked in IHOP parking lot

Police officers in Panama City, Florida, dress and feed three small children found in the parking lot of an IHOP restaurant around 5:30 a.m. Friday, April 12, 2019. A 21-month old boy was found wandering the lot naked alone and his 9-month-old twin siblings were found inside a nearby van, along with their mother and her fiancé, both of whom were unconscious. Randy McMillin, 27, and Jordyn Freeman, 24, both of West Portsmouth, Ohio, are charged with child neglect, possession of methamphetamine and possession of drug paraphernalia.
