Thomas accessed the OARRS database on four separate occasions without a legitimate reason to do so, according to the Montgomery County Prosecutor’s Office. The incidents are alleged to have occurred in 2018 on July 10, Aug. 10, Sept. 7 and Nov. 3, according to the indictment.

The database is a tool used to track the dispensing and furnishing of controlled prescription drugs to patients, according to the database website.
