No bond for Liberty Twp. pastor who allegedly said oral sex would ‘cleanse’ teen

A Liberty Twp. man accused of coercion and enticement of minors will not be released from jail while awaiting trial.

U.S. Magistrate Judge Karen L. Litkovitz ruled Monday that Cesar Agusto Guerrero, Jr., 41, a Sharonville pastor charged with a felony involving a minor victim, “must be detained pending trial.”

“There is a rebuttable presumption that no condition or combination of conditions of release will reasonably assure the defendant’s appearance at court proceedings and the safety of the community because there is probable cause to believe the defendant committed a felony involving a minor,” Litkovitz said in the detention order. “The defendant has not rebutted this presumption. The defendant, through counsel, stated he would not be presenting any information to rebut the presumption of detention.”

Guerrero, of the 6600 block of Wooden Shoe Court in Liberty Twp., and a pastor at Misión Cristiana El Calvario on Kemper Road in Sharonville, was originally arrested and charged Aug. 8 on three felony counts of sexual battery in Hamilton County for the incidents that allegedly happened in late July and on Aug. 5, according to court records. He allegedly asked a teen to perform oral sex on him.

“He used this information to influence a juvenile into believing that the word of God said that she needed to be cleansed from being molested as a child,” a court affidavit states.

Guerrero arranged to meet the juvenile alone in the office of the church, according to the court document file in Hamilton County.

“Once there, he used Bible scriptures and prayers to cleanse her as she performed oral sex on him,” according to the affidavit. Guerrero is accused of vaginally penetrating the teen, saying that “God was telling him it was necessary.”

He later confessed when questioned by police, according to court documents.

Last week, a federal criminal complaint filed Aug. 9 unsealed accusing Guerrero on a charge of coercion and enticement a minor female in U.S. District Court in Cincinnati. The complaint, which detailed the interactions with two alleged victims, was unsealed on Aug. 14 in federal court when Guerrero made his initial appearance. He was transferred to federal custody and booked into the Butler County Jail later that day.

A spokesperson for the Hamilton County Prosecutor’s Office said the state charges against Guerrero remain pending while the federal case against him proceeds.

A criminal complaint merely contains allegations, and the defendant is presumed innocent unless proven guilty in a court of law.
