Nan Whaley spent a large portion of her inaugural address Monday morning speaking about education.

Whaley, who was sworn in as Dayton's mayor in a 10 a.m. ceremony, said the fact that half of third graders in Dayton are at risk of not moving ahead to fourth grade is a "crisis." She said improving schools is a top priority to lead to job growth.

Two commissioners were also sworn in Monday morning. Jeffrey J. Mims Jr. begins his first four-year term, and Commissioner Joey Williams begins a fourth term.
