Man accused in violent rape arrested by U.S. Marshals

A man wanted on kidnapping, rape, and domestic violence charges stemming from a July incident in Dayton was arrested by the U.S. Marshals Monday morning. 

Dayton police, working with the U.S. Marshals located and arrested Ali Payne, 39, at an address on Brooklyn Avenue Monday, according to a media release from U.S. Marshals. The service believes Payne was avoiding contact with law enforcement since a warrant was issued for his arrest. 

Payne has been booked and remains in the Montgomery County Jail. 

Payne is accused of displaying a handgun on July 16, and forcing a woman he knew to perform sex acts inside a home on Brooklyn Avenue, according to court documents obtained by this news outlet. 

The victim was able to escape the house and ran to a nearby location to call for help.

A community meeting on the future of the County Road 25A area between Troy and Piqua will be held from 6:30 to 8 p.m. Monday at Troy Junior High School, 556 Adams St.

The Miami County commissioners hired Burton Planning Services earlier this year to help conduct a study of the future of the area bordered to the south by Troy, to the north by Piqua, to the west by Washington Road and to the east by the Great Miami River.

The area also includes the undeveloped area near Exit 78 of Interstate 75.

Oh, my gourd! Celebrate all things pumpkin on Monday

What could possibly say “fall” more than pumpkins? On Monday, Oct. 23, head out to the Park at Austin Landing for the first annual Pumpkins in the Park with Kettering Physicians Network event. From 3-7 p.m., you and your family can enjoy a FREE event that will celebrate everything pumpkin.

Internationally prominent carvers will be on hand to create amazing pieces of art from giant, 500-pound pumpkins live, while you watch. There also will be a display of more than 50 individually carved pumpkins, and you and your family can try your own hands at pumpkin art by visiting the carving station. 

If you’re feeling exceptionally crafty, you can sign up for the pumpkin carving class being conducted by master carver Chad Hartson, who recently was a finalist on Holiday Cake Wars as part of Team Winter Wonders. Pumpkins and carving tools will be provided to participants, and the class starts at 5 p.m. Although the class is currently full, you can check the sign-up page here to see if any openings come up.

Additional family fun includes free face painting, glitter tattoos, bounce houses, photo booth and giant games. Kettering Sports Medicine will host a tug-of-war for those who want more active fun, and Kettering Physicians Network will be on-site to provide health information, blood pressure checks, giveaways and more. Other artists will be decorating sidewalks and parking areas with a Chalk Art in the Park display, and Ranger Vic will pop in for a visit with the kids.

Moraine police asked for a Signal 99 for an officer in distress



UPDATE @ 9:25 a.m.:

A white car is surrounded by crime scene tape and witnesses said it appears at least one of the windows in the vehicle may have been shot out on Pinnacle Park Drive in Moraine.

The Montgomery County Coroner’s Office responded to the scene and removed a victim, however no identity of the victim was released

“I don’t know what happened, but I see the window shot out,” said Timeka Dreke, who said he son is best friend’s with who died this morning.

Officers called for extra assistance from across the county around 5:45 a.m. after a Moraine officer reported shots were fired.

“Shots fired. Shots fired,” the officer said over police radio. “We need the medics out here.”

We’re working to learn who fired shots this morning.

Police have not commented on what led up to the incident.

The incident was reported around 5:45 a.m. at an apartment complex on Pinnacle Park Drive.
