Man accused in violent rape arrested by U.S. Marshals

DAYTON — A man wanted on kidnapping, rape, and domestic violence charges stemming from a July incident in Dayton was arrested by the U.S. Marshals Monday morning.

Dayton police, working with the U.S. Marshals located and arrested Ali Payne, 39, at an address on Brooklyn Avenue Monday, according to a media release from U.S. Marshals. The service believes Payne was avoiding contact with law enforcement since a warrant was issued for his arrest.

Payne has been booked and remains in the Montgomery County Jail.

Payne is accused of displaying a handgun on July 16, and forcing a woman he knew to perform sex acts inside a home on Brooklyn Avenue, according to court documents obtained by this news outlet.

The victim was able to escape the house and ran to a nearby location to call for help.
