Police: Homeowner with dogs living without water, electric service

UPDATE @ 12:55 p.m.

Police said the man living at the home on Victor Avenue owns the property, but he has been ordered to turn on water and electric service.

Officers left the scene early this afternoon. The man was allowed to remain in the home with his dogs. Neighbors reported to police they believe about six dogs live there.

Police in Dayton are talking to a man who is apparently refusing to cooperate with their orders to exit a home on Victor Avenue.

The man has at least two dogs with him and the Montgomery County Animal Resource Center is on scene with three Dayton police officers.

The man is at a door that opens to the roof of the home. From there, he is yelling at the officers that they have no right to be there.
