With the overhaul of the ACC, Duke, UNC, Syracuse and Louisville are naturally going to get the most attention. There are some programs either on the rise or about to be which deserve some attention though.

It’s hard to see much room for Virginia Tech or Clemson to rise currently. However, unlike the old Big East, there’s no permanent underclass.
We can probably consider the following as programs on the rise or about to be top tier: BC, Georgia Tech, Wake Forest and Virginia.
Well to be more clear, only UVa is likely to make a major move towards the top. Although Tony Bennett’s squad has had some really unfortunate injuries, he has really upgraded the talent, and he may be about to add another fairly keen player, Top 100 Martin Geben, a 6-9 Lithuanian currently playing in Hagerstown, may commit to Virginia on his visit this weekend.
If not, Notre Dame, Georgia Tech, and Miami are all after him as well.
